Performance of regional road network hardening is very worrying. Data of year 2010 mentioned that as much as 61.11% of provincial roads are in unstable condition, 28.21% having minor damage and 32.9% major damage. Meanwhile, regency/ city road which is in unstable condition is 53.01%; minor damage 31.14% and major damage 21.87%.
According to Prof. Dr. Ir. Agus Taufiq Mulyono, M.T., the condition indicates that the increase of investment of regional road management has not been proportional with the performance of road construction. The road is built on wide area and spans horizontally. “It is very different from building construction on narrow area and situated vertically so the un-uniformity of external factors is more dominant in road construction than in building,” he said at UGM Senate Hall, Thursday (24/2) when being inaugurated as professor of Faculty of Engineering UGM.
He said that the phenomenon of road damage in Indonesia is difficult to detect. Particular factors in a certain road show various numbers and destruction types, so it is very difficult to find the most dominant cause. Research conducted by Agus Taufiq Mulyono from 2009-2010 in 102 regencies showed the root problem which caused structural damage of the regional road was the disobedience of road organizer. “Many government’s apparatus and stakeholders in road matters do not obey Standard of Manual Procedure of quality which has been agreed in planning, implementation, monitoring and operation and maintenance of roads,” he said.
If it is related to three dominant factors causing regional road damage, there are three areas of obedience of standard implementation which have been conducted. The three areas are related to planning and quality of implementation and monitoring of road construction. Besides, there is obedience in implementing standard which is related to traffic and transportation management, including the load control of wagon axle in heavy-goods transportation and disturbance on road function and use. “Third is area of obedience of standard operation related to spatial arrangement and use which is located outside road’s space, including control of catchment width area of rain water not to flood road body,” said this lecturer of Civil Engineering UGM who is currently Head of Experts of Indonesian Airports Association 2010-2013.
Field evidence shows that implementation of quality standard in regional roads is still far below 50.0% from the target expected. The condition indicates that ‘standard-minded’ culture in regional road implementation has not been achieved. It means that government’s apparatus and stakeholders in the field of regional road have not fully made quality standard the core of thought and behaviour paradigm. In Agus’s view, disobedience in quality standard implementation in regional road implementation up to now has not been monitored and evaluated. That is caused by the complexity of indicators and influential parameters.
Monitoring cannot be done partially. Monitoring should be done not only when constructing and maintaining road construction in the field but also reviewing holistically right from introduction through socialization to implementation. “Therefore, it needs systemic, hierarchical and comprehensive approach to monitor and evaluate obedience in regional road implementation in applying quality standard,” said the husband Ir. Hj. Rr. Mursilah Barida and the father of three children.
Systemic approach is illustrated as continual system or monitoring cycle with 5M sub-system pattern (knowing, possessing, understanding, applying and evaluating). Furthermore, each sub-system is explained hierarchically in variables and measurement indicators.
