Regional strategic policy with the vision to make Makassar the largest commercial or trade city in eastern Indonesia has not been contained in the already established organizational structure of local apparatus. Various regional strategic policy of Makassar seem unmatched with the organizational redesigning of regional apparatus of Makassar Municipal Government. One obvious example, if initially there was Office of Capital Investment in the organizational structure, this has now been actually eliminated and merged with Department of Industry and Trade.
In the view of Drs. Mohamad Thahir Haning, M. Si., lecturer of Faculty of Social and Political Sciences, Hasanudin University, Makassar, organizational redesigning of local apparatus is more marked by adjustment efforts to various changes that occur at the central level. At the beginning, the Local Government directed the redesign of government organization to the efforts to trim down units of local government organizations, but eventually re-added the number of units in order to conform to the instruction from the Central Government.
Redesigning local apparatus organizations based on Government Regulation No. 84 of 2000 and Government Regulation No. 8 of 2003, Makassar Government is directed to reunification and merger between one regional work unit (SKPD) with others. Institutional arrangement is then directed to the formation of new SKPD based on instructions from central government that is published in regulations. "In the beginning, strategic policy was aimed at streamlining, downsizing of the structural position, but finally it was adjusted back to the Central Government, while on the other hand, regional vision and mission are just simply affixed to the appropriate SKPD. From the phenomenon it is clear that direction of strategic policy of City Government’s organizational change is not based on the principle of Makassar’s vision and mission as a trade city," Mohamad Tahir said in the Seminar Room on Wednesday (23/11) during his doctoral exam.
He assessed that many factors influence the policy of organizational structure in Makassar City. Besides the adjustment for the policy issued by the Central Government, other influencing factors are demand of global, national and local changes and scarcity of stakeholders’ participation in the process of redesigning the concept of organizational change in Makassar City Government organization.
Therefore, after the enactment of new Government Regulation No.41 of 2007, in its development the regional apparatus organization of Makassar should be changed. However, the policy direction of the organization’s strategic realignment of Makassar City remains characterized by "central interest". "Although there are local regulations already produced by Government of Makassar with Regional Legislative Assembly as a description of the implementation of the Government Regulation No.41 of 2007, but it is not the answer to environmental condition and local needs, but rather it is a response to the interests of the central government," the man born in Pundata Baji-Labakkang, May 7, 1957, said.
Defending his dissertation entitled The Role of Organizational Redesign Increases Service Performance of Investment in Makassar, the husband of Hj. Andi Senrimalatta concluded that organizational redesign of regional apparatus of Makassar Government is marked by the facts that the policy is oriented towards the interests of the central government and pays less attention to the interests of regional vision and mission, while less dialogue with stakeholders has been conducted. Organizational redesigning of regional apparatus is not directed to discuss the importance of power decentralization factors (the role of stakeholders) and empowerment to develop Makassar City as the largest city in eastern Indonesia. "All can be seen from a variety of regional policies which include Makassar City’s vision as the largest trade city in eastern Indonesia but which is less supported by the regional organization that embodies such vision. Organizational redesigning does not prioritize regional offices which can be used as a place to develop Makassar City as trade and maritime city " Mohamad Tahir, the father of three children said.
