Maintaining “WTP” Assessment, UGM, UIN and BPKP Establish Cooperation

To improve the implementation of financial management, Universitas Gadjah Mada (UGM) and Yogyakarta State Islamic University (UIN) signed a Memorandum of Understanding with the Financial and Development Supervisory Board (BPKP). The agreement was signed by UGM Rector, Prof. Ir. Sudjarwadi, M. Eng, Ph.D., and Vice Rector of Cooperation Affairs of UIN Yogyakarta, Prof. Dr. Siswanto Masruli, M.A., with Head of BPKP Prof. Dr. Mardiasmo, at Multimedia Room, Friday (14/10).


Mardiasmo expected the cooperation between UGM-BPKP and UIN-BPKP can improve the financial management of higher education institutions so that the assessment  of “Normal Without Exception” (WTP) will be still maintained in the coming years. "Maintaining an achievement is certainly more difficult, both for UGM and UIN. However, efforts towards Good University Governance, Clean Governance and Good Governance have to be made," he said.


This cooperation is the continuation of the MoU which was signed in 2008. The 2008 agreement included the fulfillment of basic needs, while the current cooperation is to meet the needs of SAI assistance.

The scope of cooperation is more directed to assistance efforts for the implementation of financial management. In addition, there is also assistance for performance management and implementation for the procurement of goods and services. "All adheres to the 3e principles, economic, efficient and effectiveness. How to make consumable goods expenditures can be more optimal and more efficient," Mardiasmo explained.

Operationally, Mardiasmo said that BPKP will conduct technical assistance and open consultation to design SOPs to improve accountability and performance. Therefore, the Central BPKP through BPKP of Yogyakarta will form a task force assistance for UGM and UIN.

Prof. Dr. Siswanto Masruli, M.A added that although UIN Yogyakarta has achieved the WTP assessment, it still needs assistance. Although having many religious scholars and lecturers, UIN might still make a mistake. "Good University Government, Clean Governance and Good Governance remains the goal, therefore assistance practice continues to be implemented," the Vice-Rector of Cooperation Affairs, UIN Yogyakarta added.

The same expectation was also delivered by UGM Rector, Prof. Ir. Sudjarwadi, M. Eng, Ph.D. The BPKP is expected to continue to provide aid and assistance to UGM and UIN, so that they can move forward together. "In this case we will keep on learning because UGM is not an expert in all things," he expressed his hope.
