7 BHMN (state owned legal enterprises) universities, namely UGM, UPI, IPB, USU, Airlangga University, UI and ITB were working together on the proposed Government Draft Regulation (RPP) Amendment of Regulation No.23/2005 on Financial Management of Public Service Agency (BLU) at Wisma MM UGM on Thursday (31/3). The event was opened by the Rector of UGM, Prof. Ir. Sudjarwadi, M. Eng., Ph.D.
The event was attended by the leaders of universities, BHMN Universities’ representatives. They include Prof.Dr.Idrus Affandi, SH (UPI Vice Rector II), Drs.Ak. Tafsir Nurxhamid, M. Si (UI Vice Rector II), Prof. Ainun Na’im, MBA, Ph.D. (UGM Senior Vice Rector for Administration, Finance and HR), Prof. Dr. Ir. Armansyah Ginting, M. Eng (USU Vice Rector II), Dr. M.Nasih, M . Si.Ak (Vice Rector II Unair), Prof. Dr. Ir. Ari Purbayanto (Secretary of the 7 BHMN universities), and Dr. Idam Arif (ITB Director of Finance).
In the opening speech of the event, the Rector of UGM said currently it is the right situation to be able to immediately find a strong foundation for BHMN University autonomy, especially regarding human resources and finance. Moreover, the mandate of change in management and educational administration says that it must be enacted by December 31, 2012 at the latest.
“Therefore, we need strong regulations to make it successful, including the legal aspects," said Sudjarwadi.
Sudjarwadi added that the effort to work together on the change of Government regulation was also in line with government measures to create the Higher Education Act.
On that occasion, the Rector of UGM also assesses if the Government regulation No.23/2005 is not changed, he was concerned that several irrelevant articles would create both internal and external problems in the future.
"So, it is necessary to consult with BHMN universities and with the government," he said.
Meanwhile, Prof. Dr. Ir. Ari Purbayanto admits they are currently focusing to guard the process of perfecting the Higher Education act and giving some advice to the government on changes in the government regulation No.23/2005. Both parties will be discussing much about the organization and financial management.
"We will certainly oversee about changes in the Government Regulation and the Higher Education Act for the sake of good results that benefit the nation," said Ari Purbayanto.
He explained the main changes that are proposed in order that the pattern of BLU would late be in accordance with Regulation No.66/2010 on the Implementation of Education Provision, particularly that Article 58F is autonomous so that it is appropriate with the BHMN University condition. Within the framework of financial regulation and the state treasury, the autonomy can be given through the delegation of authority held by the Minister of Finance towards BHMN University.
