Universitas Gadjah Mada (UGM) welcomed a visit from the Community’s Consultative Assembly (MPR) group chaired by the Deputy Chairperson of the MPR, Sjarifuddin Hasan, on Monday (26/10) in the Multimedia Room of the UGM Head Office. During the visit, the MPR conducted a focus group discussion (FGD) with UGM academics to listen to the discourse on the amendment of the 1945 Constitution, especially linked to reviving the Guidelines of State Policy (GBHN).
Sjarifuddin Hasan revealed that the current MPR leadership received a mandate from the former MPR to recapitulate in-depth studies of community proposals, including GBHN. Several public and stakeholders’ inputs cover the main points of state policy into the 1945 Constitution.
He revealed that in society, several alternative compositions were developed regarding the 1945 Constitution and the GBHN:
- There is a suggestion to return to the 1945 Constitution with several consequences.
- Maintain the current conditions.
- Make adjustments to the Law, but it is implemented in a limited way.
“These compositions have strengths and weaknesses and have consequences on the current state administration and government system. Currently, there is a robust dynamic in the society, and there is a positive response and what kind of best solution is issued to the community,” he said.
Accordingly, the MPR remains to ask for input and learn the community’s aspirations, including university academics. These inputs and suggestions are very useful to the contribution of the decision-making process related to the 1945 Constitution and the GBHN amendments.
“It is not easy to make decisions regarding this issue. There must be a national commitment. Thus, we want to hear a lot from intellectuals who are more independent and have no political interest,” he said.
UGM Vice-Chancellor for Education, Teaching and Student Affairs, Prof. Djagal Wiseso Marseno, also said that the 1945 Constitution’s amendment is a vital issue for the nation-state. Throughout this FGD, it is expected that UGM can contribute to this interest.
“Hopefully, this forum can be very helpful to discuss the discourse of reviving GBHN,” he explained.
In the FGD, three speakers attended, namely first, Professor of the Faculty of Philosophy UGM, Prof. Kaelan, that revealed the positive aspects of the GBHN to prevent consistency in development directions. Also, policies between the national and regional levels, between one government period and the successor government period.
Secondly, Andy Omara S.H., MPub & IntLaw, Ph.D., as the State Administration Law Expert of UGM Faculty of Law, mentioned there should be conducted in-depth research in GBHN and on SPPN that had previously been implemented. This step is necessary so that it is appropriate to make decisions concerning reintroducing the GBHN, considering one of the reasons is the unsustainability of the development system so far. Lastly, Professor of UGM Faculty of Economics and Business and the Head of LLDIKTI Region V, Prof. Didi Achjari, revealed about GBHN as a source for the supply chain of human resources in higher education.
