The Regional Research and Innovation Development Planning Agency (Bapperida) of Murung Raya Regency has partnered with the Center for People’s Economy Studies of Universitas Gadjah Mada (Pusekra UGM) to draft the Creative Economy Development Master Plan (Rencana Induk Pengembangan Ekonomi Kreatif or Rindekraf).
The collaboration was marked by a Preliminary Report Presentation and Focus Group Discussion on the Development Plan for Murung Raya’s Creative Economy, held at the Murung Raya Regent’s Office on Tuesday, Oct. 14.
A research team from Pusekra UGM, led by Dr. Dumairy, along with Ariyanto and Arif Setyo Widodo, attended the event in person from Yogyakarta.
The team presented the initial framework for developing Murung Raya’s creative economy, emphasizing the mapping of local potential, strengthening the competitiveness of Micro, Small, and Medium Enterprises (MSMEs), and integrating tourism development based on local wisdom.
In his presentation, Dr. Dumairy explained that his team had mapped out the potential and leading creative economy subsectors rooted in local culture, natural resources, and community innovation.
They also analyzed competitiveness and market strategies to help local creative products reach regional and national markets.
The master plan formulation aligns with the Murung Raya Regional Medium-Term Development Plan (RPJMD) 2025–2029 and supports the central government’s Asta Cita mission.
Additionally, Pusekra UGM provides ongoing assistance through workshops, focus group discussions, and training sessions for entrepreneurs and local government officials.
“The creative economy is not just a trend but a space for local communities to innovate and affirm their cultural identity. Murung Raya has strong social capital, and we aim to help develop it into tangible economic benefits,” said Dr. Dumairy in a written statement to reporters on Tuesday (Oct. 21).

Through the development of Rindekraf, Dr. Dumairy expressed hope that the creative economy would become a new, inclusive, and sustainable engine of regional development.
The next stages will include surveys, FGDs, and local-level workshops to ensure the document truly reflects community needs.
“We believe that with synergy between local government, academia, business actors, and the community, the creative economy can become the backbone of Indonesia’s people-centered economy,” he said.
Andri Raya, Assistant III of the Murung Raya Regional Secretariat, stated that the collaboration with Pusekra UGM marks an important step toward ensuring that regional policies are grounded in academic research.
“Murung Raya has great potential in the creative economy sector. With support from Pusekra UGM, we hope this plan becomes a practical roadmap that creates jobs, strengthens MSMEs, and promotes culture-based tourism,” he said.
Echoing this view, Reyzal Samat, Head of Bapperida Murung Raya, added that university involvement would enrich the planning document with comprehensive data.
“We don’t want planning to stop on paper. With UGM’s support, we expect the outcome to be directly applicable in regional development programs,” he said.
