UGM, BSN, and BNPB Synergy in Science-Technology Sovereignty

The role of Universitas Gadjah Mada (UGM) in the world has again be recognised. This time, the UGM research team for Security and Resiliency, consisting of Prof. Ir. Dwikorita Karnawati, M.Sc., Ph.D. (Rector of UGM), Dr. Teuku Faisal Fathani, and Dr. Wahyu Wilopo, supported by Nyoman Supriatna (Deputy Head of Research at National Standardisation Agency/BSN) and Lilik Kurniawan (Director of PRB of National Disaster Mitigation Agency/BNPB), has produced a research, "Community-based Landslide Early Warning System", to be processed further for ISO 22327. This was revealed during the ISO/TC 292 convention in Jeju, South Korea, from 24-28 April 2017.

“The work was the first that is made by a Developing Country in history and has passed the international standardisation through ISO to be the world’s reference, especially in Security and Resiliency in areas that are prone to landslides,” said Dwikorita on Monday (1/5).

She said the system developed by UGM was seen by the world as very important and strategic to achieve Security and Resiliency in areas that are prone to landslides under a complex social condition.

Such system consists of 7 sub-systems that cover: Risk Assessment, Disemination of Knowledge, Establishment Disaster Preparedness and Response Team, Development of Evacuation Route and Map, Development of Standard Operational Procedure, Monitoring, Early Warning and Evacuation Drill, and Commitment of the Local Government and Community on the operation and maintenance of the whole system.

“This system has been applied in 25 provinces of Indonesia, even in China and Myanmar. Besides, it has been proven in several areas prone to landslides, because the system is a Hybrid Socio-Technical system that integrates technical system and social-cultural system, enhanced by Technical and Human Sensor,” said Dwikorita.

With the processing of "Community-based Landslide Early Warning System” from UGM for ISO 22327, according to Dwikorita, Indonesia has strengthened its role and position as world’s reference in landslide mitigation technology.

This position is very strategic to be developed further so that Indonesia can be an industrial technology country for disaster mitigation that is equal with other disaster technology industries, such as Japan, China, and the U.S.A.
