The Center for Anti-Corruption Studies (PUKAT) of Faculty of Law, Universitas Gadjah Mada (UGM) considered that during the first 100 days of SBY-Boediono Government, corruption eradication efforts have not run well. The policy is not strategic and well-planned, instead, incidental policy has emerged. “Until Day 100, SBY-Boediono commitment in anti-corruption has not strengthened but faded,†said PUKAT’s researcher, Danang Kurniadi, to the press in a report “Evaluation of 100 Days of SBY-Boediono Governmentâ€, Tuesday (2/2) at their office in Bulaksumur.
It was different from the previous period between 2004-2009 in which President SBY was praised for the issuance of Presidential Instruction No. 5 Year 2004 about The Acceleration of Corruption Eradication. But, today SBY and Boediono often issued incidental legal products, such as Government Regulation No. 4 Year 2009 about Acting Chief of Anti-Corruption Commission, Presidential Decree No. 31 Year 2009 on the Formation of Independent Fact Verification Team on the Case of Chandra and Bibit, Presidential Decree No. 37 Year 2009 on the Formation of Anti-Fraud Task Force in Legal Institutions and the Drafting of Government’s Regulation on Wiretapping.
According to Danang, those incidental legal products indicated that SBY-Boediono Government did not have long term orientation in fighting against corruption. “There are almost no programs that are implemented into action plans. The government simply does not have long term anti-corruption orientation in Indonesia,†he said.
