Social health security is the Government’s – both central and local – responsibility. The role of the local governments is enhanced by Constitutional Court approving the judicial review on Law No 40 Year 2004. The Law gives authority and mandate to the local governments to run the Regional Social Health Security.
Universitas Gadjah Mada’s public health expert, Prof. dr. Ali Ghufron Mukti, M.Sc., Ph.D., said that attention should be paid to important elements, including efficiency, quality, affordability, sustainability, cross-subsidy, justice, portability and decentralisation.
One thing to be regarded, Ghufron addded, that it should not be exclusive for the citizens or not in synergy with the National Health Security. “There should be some kind of synchronisation of Community Health Security, Social Health Security, Regional Health Security and the Health Insurance Limited Liability Company,†said Ghufron in a National Seminar entitled “Synchronisation of Community Health Security and Regional Health Security†during the Annual Scientific Meeting 2010 on Thursday (4/3) in the Faculty of Medicine, UGM.
He said that an integration of vertical and horizontal health security is much required. “This cannot be done centrally by the Government and is not in line with the decentralisation spirit and important elements in health security development,†said the Dean. In his opinion, health security system with integrated decentralisation can be made a strategy in the implementation of National Social Security System.
