As many as 69 teaching and non-academic staff in Universitas Gadjah Mada received Decree of Appointment as Civil Servant Candidates. As many as 32 Decrees were given to teaching staff (lecturers) and medical staff for Academic Hospital, whereas 37 others were for non-academic staff. The hand over was conducted by UGM Director of Human Resources, Harjadi, S.H., M.M in Multimedia Room, Monday (31/5). It was explained that the 37 Decrees for non-academic staff are part of 279 temporary employees who were proposed to get promotion as civil servants in year 2009. Therefore, until now there are 273 Decrees having been issued and 6 people have yet to wait for their turns.

According to Harjadi, UGM teaching and non-academic staff have the same role to support each other. Lectures who are not helped by non-academic staff will not be able to do their duty well, and the   reverse. “It is quite difficult for lecturers if apart from teaching, they also have to prepare all the things, installing the LCD, doing recap of attendance list, compiling grades or maybe arranging exam schedules by themselves. It is not possible to manage them all,  is it? Therefore, the two groups have equal role,” he said.

On the other hand, for non-academic staff, career that can be taken is through structural and functional ways. Functional career includes librarian and archivist, whereas structural way is by becoming officials such as head of office, head of department, and head of sub-department. “The functional one is developed because the number of non-academic staff in UGM reaches 3,424 while the number of structural positions is very limited,” she said.

UGM in the future will develop four levels for administration, such as: administrator assistant, junior administrator, middle administrator, and senior administrator. Currently, the credit number is processed by Directorate of Human Resources. “Hopefully, this will run in year 2011. Today,  the incentives are given to all employees, in the futture this scheme will change. Incentives will only be given to the diligent ones. This will create professional human resource. Therefore, those who do not want to develop themselves will naturally be eliminated. So, the decision will be on the employees themselves,” Emmy finished her statement.
