The change of higher learning institution into research university in compliance with the Higher Education Long Term Strategy (HELTS) 2003-2010 issued by the Higher Learning Directorate General, National Education Ministry emphasized that one of the roles of the higher learning is to increase the national competitiveness. To reach this target, basic and comprehensive changes need to be made for quality improvement and research management in the Institute of Research and Community Service (LPPM) that are based on good governance, which among others, achieved through the implementation of research quality standard, research quality assurance and reviewer certification.
Such was said by Dr. Wisnu Nurcahyo, Secretary of LPPM UGM in the workshop of Research and Community Service Management on Thursday (15/7). For transparency and accountability of administration and finance management, contract standardization is required between partners and researchers.
Those are done through the ICT-based research management concept: e-proposal development, online submission and evaluation, e-research database, e-logbook and KKN-PPM on line at the LPPM that can be implemented in all faculties. "It is expected that researchers will find it easier to submit a proposal which, in turn, will boost research performance and community service,” Wisnu said in Grha Sabha Pramana.
LPPM UGM has many experiences in implementing and managing research cooperation and community service. One of those was the Hi-Link Program initiated by UGM with the support from the Higher Learning Directorate General and JICA (Japan International Cooperation Agency) and KKN-PPM which has been ISO-9001-2000-accredited.
Meanwhile, Director of DP2M Dikti, Prof. Dr. Ir. Suryo Hapsoro, affirmed that to become a world class university, universities do not have to be a research university, because what is more important is the spirit to develop research.
Apart from producing research governance that can increase research quality, the workshop is expected to give advantage for the people as well as inspire the realization of research and community service governance in compliance with the condition of each institution.
The workshop is attended by 45 participants who are Heads of LPPM. They come from Universitas Negeri Sultan Syarif Kasim Riau, SRIE MADANI Balikpapan, Universitas Negeri Sultan Syarif Kasim Riau, Universitas PGRI Adi Buana Surabaya, President University, Jakarta, Atmajaya Yogyakarta, Universitas Cokroaminoto Yogyakarta, STIESIA Surabaya, Universitas Jember, Universitas Muhammadiyah Malang, Universitas Palangkaraya, Universitas Islam Indonesia, UPN "Veteran" Jogjakarta, Unika Soegijapranata Semarang, Universitas Mataram, Universitas Kanjuruhan Malang, Universitas Hasanudin Makasar, Universitas Negeri Gorontalo, Poltekkes Solo, Stikes Kusuma Husada Solo, UNDIP, UST Jogjakarta, IKIP PGRI Jember, Universitas Siliwangi Tasik Malaya, UBHARA, Surabaya, UMU Sidoarjo, UAD Jogjakarta, UNY, PPKP, IKIP PGRI Semarang and Universitas Haluoleo Kendari.
